Tina Batra Hershey, JD, MPH

Tina Batra Hershey currently serves as an Adjunct Assistant Professor in the Department of Health Policy and Management at the University of Pittsburgh Graduate School of Public Health, where she teaches a course on health law and ethics that is designed to introduce students to the legal and ethical issues impacting the administration and delivery of health services. Specific course topics include professional and institutional liability, medical staff credentialing, fraud and abuse, antitrust, and health care reform.

In addition, Ms. Hershey is a Legal Analyst and Project Director at the Center for Public Health Practice (CPHP) at the University of Pittsburgh Graduate School of Public Health. In this role, Ms. Hershey analyzes the legal and ethical issues impacting public health preparedness and response capacities, including authority to close schools, local health department capacity, and state pandemic influenza planning. Her research in these areas is used in computational modeling, manuscripts and presentations. She also directs a project funded by the Centers for Disease Control and Prevention Public Health Law Program that conducts seminars to educate the judiciary across the nation regarding infectious diseases and public health law. The purpose of this seminar is to improve the judiciary's understanding of the epidemiology of infectious diseases in relation to disputes that might come before the courts, such as enforcement of control measures, confidentiality issues, and due process requirements.

Before coming to CPHP, Ms. Hershey was a health care attorney in Washington, D.C., and Pittsburgh. Her practice involved counseling clients regarding federal and state fraud concerns, including anti-kickback, self-referral, false claims, and false billings issues; negotiating civil settlement and corporate integrity agreements; and conducting health regulatory due diligence, including preparation of transactional documents and employee interviews; as well as various other legal issues relating to health care.

Ms. Hershey is a graduate of Villanova University, where she earned a Bachelor of Arts in Psychology with minors in Biology and History. She participated in a dual degree program whereby she received a Juris Doctorate from The George Washington University School of Law and a Master of Public Health in Health Policy from The George Washington University School of Public Health and Health Services.
